Abstract 

This document is intended for all water utilities supplying water and/or wastewater services regardless of the type of organization or of the size of the utility. This document specifies guidelines for the planning and implementation of water and wastewater systems' infrastructure hardening. This document is applicable to all water utilities, of whatever size whether public or private, that wish to plan or review the effectiveness and efficiency of their water and/or wastewater system infrastructure hardening.
